What's the point of a 2 hour delay. Unless there is some technical reason it feels really petty. I would read the twitter comments, but I'm sure someone would spoil the ending for me.

There was no delay steam was always showing 2 AM NZ or 12 AM AU

No, not stressing about it. It it's annoying however. It's like waiting for someone and then having them text you "I'll be 2 hours late". It's the principle of it. They said 00:01 local time. Then they took it back.

Periodically Steam derps up and keeps redownloading the redist files for preloaded games, in this case it's 228984 for VC++ and 228990 for DirectX, as a example in my case every time I restart Steam these two depots are downloaded again.
However I also just checked https://steamdb.info/app/377160/history/ and there's a upcoming 1.1.30 patch in beta (Shows name and other info so it might be a public beta.) so there could be a last minute update to the game files just before it unlocks.
