Have you tried the Carmageddon.Reincarnation.v1.2.1.7713.Cracked-3DM? It's the latest release, should work quickly without any hassles.
Alternatively you can grab the Fitgirl version and directly apply the separate update from our trusty Rin guys (it's what I just did, you can even pick your "favourite" crack).
The day-1 state of the game was so embarrassing, almost a lost cause, though now and against all odds I must say that it truly is much, much better. Well, sort of
There are some effects that are still rather unoptimized (headlights/translucent shadows) and the biggest offender which is the 'car reflection quality':

That setting alone is a performance killer; and the situation gets especially critical when there are more cars on the screen (with the difference in terms of iq not justifying it).
As for the game itself, it's pretty much the same as before, only with more sensible damage and improved collisions. I do enjoy it but I understand that others may find the whole thing kinda obsolete.
They did a good job at fixing the performance issues, now at last it looks and runs great. It has a healthy modding community too, some real talent lurks.
Been playing a lot since the most recent update and I have to say they really fixed the game. At least for my setup.
And now I am really loving it. It really is the good ol' Carma. If only they released it like this instead of the travesty that was the official release.
I believe their initial release damaged the multiplayer as many people got it, couldn't run it properly and gave up so it hurt the multiplayer community in the long run.

I wanted to play this today but I can't get past the splash screen. It just hangs there forever.

I don't know if it could help, but was reading some time ago that moving all the files from the 'bin' folder to the main one could potentially fix the early crashes. (Alternatively, you can try a different crack for the same version)
Though it's probably better/easier if you just go ahead and download the latest version of the complete game (1.2.1.7713), I did that and everything was fine.
Reincarnation is definitely enjoyable after all the patches, and it's the most complete package in terms of physics/AI, but I was caught by nostalgia (since I'm a big fan of those glasses ) and fired up the good ol' Carmageddon 2 some days ago.
It's aged very well, especially when it comes to the physics (simplified, but satisfying), the game is just as fun as it was 18 years ago, and perfectly playable thanks to nGlide (in 4:3).
Trolling the AI with Be Quick or Be Dead playing on the background is always priceless:

yep 2nd is the hands down best , even though I always hated the stupid misssion with satellite dishes ... Reincarnation is also pretty great after all these patches
Stainless Games has announced a new Carmageddon for PlayStation 4 and Xbox One.
Carmageddon: Max Damage, due out on console mid 2016, continues the vehicle combat game's over-the-top violence. There are over 30 cars, 10 environments and, as you'd expect from the series, moving targets to hunt down for points, including pedestrians in wheelchairs and mobility scooters, cyclists, bears and aliens.
There's a career mode with six different event types, multiplayer with four online event types, an action replay mode and loads of power-ups.
Max Damage's predecessor, Reincarnation, launched in May 2015 on PC after a stint in Early Access on Steam. Reincarnation was the result of a successful Kickstarter that raised $625,143.
A PC version of Max Damage will be released, Stainless has told Kickstarter backers. It's free for those who own Reincarnation.
