It's not temporary, it's permanent change until you make another purchase. Also you'll be unable to change to another country until after 14 days of last country change has passed and no purchases were made in last 3 days.
Anyway personally I chose to create different accounts for different countries and buy games where it's cheapest. This way I dont have to find working VPN and start up my VM for purchasing on Steam. And while yes, there's slight inconvenience of splitting my library into three accounts, with majority of games it's quite easily remedied by sharing those libraries back to main account, with exceptions of few games. ANd for those few it's just as easy to switch to another account.

well i could change it back so it was just temporary, atleast in my case. maybe because it was just a "free" DLC and i haven't payed anything for it?

only if you buy something. he is only adding to cart so he can change regions to get a free dlc.

Because you don't request, you need to go to steam setting->family and approve the computer/account you want to give access to. You need to log in with both accounts on that computer at least once to show up.

The Steam Subscriber Agreement (http://store.steampowered.com/subscriber_agreement/) has some updates for the new year.
The biggest change relates to Valve now selling hardware in the European Union (EU), specifically the Steam Controller and Link. Going forward, our hardware distribution in Europe will be the primary responsibility of our Luxembourg subsidiary, known as Valve SARL. Meanwhile digital content and services in Europe move back under our US company, Valve Corp., just as they were before the Luxembourg office opened in July 2012.
In practice, this changes nothing for our European customers. We will continue to operate with respect to relevant European laws, such as local data and consumer protection, and we'll continue to provide the same services we have for years.
Those who simply want to keep playing their games and are not making a purchase at this time are free to simply ignore the SSA update for now. It only takes effect for users who explicitly confirm it, usually during a new purchase.

Did you cancel a trade offer while having Mobile Authenticator disabled? If so, that gives you a trade cooldown. Sadly I can't tell you how long it lasts.

I've cancelled it via Steam client but 'didn't saw' that long cooldown time. Quite stupid that that is so long. Thanks for the answers though.

You need mouse and keyboard to use the non BPM overlay, so I guess they saw no point in that.
If you want it, you could try using some 3rd party software that allows mapping gamepad buttons to keyboard (antimicro, for example), but you might run into some issues mapping to the guide button in Windows 10.
