You are not using the correct term. Average means "on an average level as the previous". Assume, first season is 9.6/10 and second season is 9.4/10, then the average is 9.5/10. Is this season 9.5 for you? If not, then this season is below average for the show.
I'm watching S2 now, already watched three eps, it's a bit boring compared to S1 for some reason. I'm missing something, I don;t know exactly what. Maybe I'll figure it out when I finish the season.
S3, Found it lacking a clear focus. Underwood seemed out of character trhu most of the season.
The new "Putin" char was the only one to remain solid and immune to the emotional breakdowns that plagued every other character in the season.
Been watching the 3rd season (finally)... Putin is a (cool & drunk) robot, FU has a beating heart (sometimes) and Claire... I want a wife like that!
BTW I like the new shady Stamper, that guy's a great actor and it's nice to see a challenging change to the character. I think I liked badass evil FU more than (almost) human Frank now though... Knock that finger on wood and crush people, dude!

The addressing the crowd like it is an American play bugs me out.
I just can't stand it in Shows/Movies. A pity, since I thought the rest was quite ok.
Finished now all the seasons, the last one was a pain to watch, even the last episode about that bitch that nobody cared for pff. The ending twist was meh as well. Also claire is so fucking annoying, the wife from Boss, now that was awesome (and speaking of Boss, its the better show )
A playwright and screenwriter, Willimon made his foray into television with HOC, which he adapted from the BBC mini of the same name. Television is a grind, and a number of acclaimed creators have left their shows after four seasons, including Aaron Sorkin (The West Wing) and Armando Iannucci (Veep). Both these shows continued with new showrunners. I hear the circumstances surrounding Willimon’s exit are not as clear-cut, and he is likely not leaving of his own volition. There had been rumors about issues with the series’ production that would be traced to the showrunner.

Usually I'm happy with 720p but the 4k streams converted to 1080p WebDL have really amazing quality on this show, much better than 720p.

Unless you are in Germany where Netflix sold the rights to HoC to Sky.
That plus the recent crackdown on VPNs (and getting it to work on Chromecast is a pain in the ass) leave you with not much choice.
