Some settings are not maxed out at Very High preset.. I don't even touch them lol.

and there are even more demanding scenes, so nope, constant 60 fps at 1080p with a 970, regardless of pure hair, even with the 2 settings at high instead of very high, not happening sadly.
this is after the courtyard fight with trinity, so time of day might not be the same on all saves when at those campsites.

Debunked! Its not lumbermill its copper mill, i spent 2 minutes staring at the map before i realized what it was, fml. -.-"
Anyway, i get around 50fps, pretty much just like yourself in those 2 areas, likely because of the fires, since i noticed that if i look away from the fire its back up to ~60.
Nevertheless, playable, nothing to complain about, and it looks very good too. So do the settings work or not?
As for the sun and the other setting, they had 2-3 frames impact at most, i think.

it's all good, i'm just nit picky. you said constant 60, and I would be glad if it was 
I play at 2520x1575 downsampled to my native 1680x1050, with a 40fps cap, at the same settings we just used for comparing, but yes, yours are decent settings as well, and would probably work best with a 50fps cap, if you don't like fluctuating fps like myself.
but if you don't mind that, then yes, it's a good compromise. average 60 fps, with dips up to 45ish In the most demanding scenes, very likely, since some scenes are more demanding than the fireplaces.
the trinity courtyard fight at night, with all the fire's everywhere was brutal on the framerate. so was the jungle camp fight. well, anywhere with a ton of fire and smoke, 60 fps becomes a challenge.
