If you’ve finished both Final Fantasy XIII and its sequel, Final Fantasy XIII-2 - which were both brought to PC last year - and are waiting for the third and final installment, don’t worry. Square Enix have gone on record to say that Final Fantasy XIII: Lightning Returns is still on the way for PC, but it’s just taking a little more time.
The latest fixes for GeDoSaTo has made the program compatible with Lighting Returns.
(And probably some other games that could perhaps have crashed before.)
(IE uncomment / remove the # in front of the three last lines and if needed modify the render resolution value to what you want to use.)
Start GeDoSaTo and then Start Lighting Returns and you should just set the res in Lighting Returns to the same and it should be downsampling via GeDoSaTo, I was wrong about the GeDo update in that there isn't a specific plugin for LRFF13 so for now it's a bit limited so if you want to use a custom resolution outside of what the game now supports after the 1.1 update it's a bit more difficult but might work via resolution replacement though I have not tried it myself yet.
No bilinear blur filter for Final Fantasy V and VI, less "touch-screen" optimized / resized interface for Final Fantasy III and a assortment of misc mods for Type-0, FF XIII-2 and FF XIII LR including for Lighting Returns a mod that restores the Outerworld "Siegfried" content.
(And of course there's the content restoration patch for FF XIII-2)
Hmm have you set the in-game scaling option to "none" because that's the only one I can think of that could cause that to happen.
Normal is the recommended and Advanced uses some filter that a lot of people appear to dislike though I don't remember exactly what it was that it did.
Oh and for the 3DM 1.1 update I couldn't get GeDoSaTo to work correctly with their modified steam_api.dll file, game just kept minimizing and maximizing the display window so some sort of incompatibility there sadly, would have liked to not have to use Steam cloud or put Steam in offline mode for this game to be playable, strange decision that.
I tried the three scaling options but results are still the same. I bought the game and the same thing you mentioned happens to me when choosing 4k and windowed mode.

An update the game has been implemented as of Feb 24rd 2016
Update content:
1. Alongside Valve’s SDK updates, the game can now be played even when Steam Cloud is turned off.
2. Display issues when using several models of graphics card such as the ATI Radeon HD 4800 Series have now been improved.
