I have never bought anything from that plati store. So we are dealing with a region locked game right? Do I need to be in a VPN for every time I play or just for activation? Any chance of a Steam ban because of it?

depends on the game. This can be checked on steamdb.info, for a specific game you check the packages, usually the ones for Russia are called RU/CIS. There you will find info if this requires to be in a specific county to purchase or also to run. If activation only the you need to activate it on steam via VPN (one time activation), as far as I know this never resulted in a ban. And I don't think it works for gifts, only keys.
