so i just installed Quantum Break v 1.7 ,running it at 1080 p,medium with upscalling OFF but the image is very blurry plus it runs like shit (worse that anything i have installed on my pc ).I think i really need to upgrade my old GTX 670...well uninstalled (for now at least)
No worries, even with a 980Ti, it will give you a terrible fps.
On the issue of whether they will ever support Exclusive Fullscreen they respond there's no difference in performance so they won't.

That is on AMD cards. On their 970 it runs bad and crashes every 5-10 minutes.
They note it's possible to play at ~60 fps with the following configurations:
R390 + volumetric lights and shadows to high + effects quality to medium + 1080p upscaling on = ~60 fps
Fury X + medium preset + 1080p upscaling off = ~60fps
Finally the GTX 1080 shows a good improvement over the 980Ti:

Star Citizen does the same thing as I recall - I would appreciate an explanation for how it's possible to underuse a GPU - the only thing I can think of is somehow using the CPU in some way.

Guys, you are just not getting it. The game's obviously limited by design. You are supposed to realize the futility of relying on hardware and use your power, to mess with space time to switch in a reality where the next frame has already been rendered.

uh... yeah..... and the R390 is up to 3x faster than the shit 7770/7790 thing they have in the XBONE. The GPU alone costs what an XBONE does, so what's the point? 7770/7790 is so old Anandtech doesn't even have it in the comparison list, so use the more powerful 7850 instead.
Running a PC game on "medium" and having it run "better than XBONE at same quality" using top shelf hardware isn't anything I'd feel comfortable bragging about :\
My post wasn't a response regarding the perfomance as a number but regarding whether the game scales.
The R390 performs with a factor of ~4.5x over the XB1 version so the game does scale. It's just super heavy on the XB1 which translates to it being super heavy on PC too. And that's the problem, I'm not saying there isn't one, just pinpointing what that is.
That's as far as AMD GPUs are concerned of course. On nvidia it scales like twice worse than on AMD

Bought the key for PC version on gameflip app for 20$
And I really like the game.Did not play a lot but till now the performance is very good on 1080p ultra.
Don't know how many fps but it runs great for me.

And found today that app.its a store for different stuff.

If you don't turn off the upscaling then it renders to 720p and upscales to 1080p.
Of course if ~30fps is ok with you that might be possible to achieve on Ultra and no upscaling.
