TLDR:
Police 1013 is an open World Police Simulator set in a fully optimized City and Country landscape known as Metro City. Players' goal is to keep the city safe and happy.

My initial thoughts:
I've wanted a game that lets players police a city cooperatively; it sounds very cool, mainly, I'm a SWAT fanboy, but being able to play as a regular police officer sounds like a lot of fun as well. If this project was a result of a big established studio, I'd be thrilled. Now it has a lot of grand ideas and claims that the city will start out small, and grow as they develop it block by block. That the city is supposed to be populated by AI, and is supposed to be full of activity and random criminal events for the police players to handle 'realistically' sounds very complicated to realize from an ideas stage into actual fun gameplay.
The usual warning signs are very apparent;
mainly:
- the Crowdfunding/Small Team/Over-ambitious.
then:
- grief/sabotaging of players wanting to play 'real' versus players just wanting to mess around.
- plans revealed that they want to allow players to join the game as 'civilians' and be able to join criminal gangs to oppose cop-players might turn this into just another shooter.
- plans to include ambulance services and firefighters take away from the focus of the game which was supposed to be the Police. Classic over-reaching to desperately try to make the project seem more interesting to a wider audience.

I would love to see a game like this succeed, but as you said, the ambition is very very high. Personally, i would just scrap the multiplayer and concentrate on a good SP/Coop experience. Looking at their page, it seems that they just thrown all the cool shit they'd like on it, without thinking about getting it done and polished.

It is really early, and it is probably one of those neat ideas that just spun out of hand in terms of scope. If a big investor picks it up, it obviously changes a lot, but still.
Most questions directed at the devs now get answered like: We'll figure it out down the line...
You're absolutely right that a singleplayer campaign/2-4 player co-op street cop game with a focus on realism in a big 'living' city sounds like a lot of fun; contemporary or futuristic settings would work. There's going to be tons of stuff for the server to track even with just 4 players roaming around doing the generated missions.

Inb4 another open world multiplayer game coming out as Earl Access and turning to shit pretty quickly and never leaving EA.

im mat, i ramble a lot and like to blame others for my faillures, my wife was right all allong, if i hadnt rambled so much on the interwebs the game would have been done already a few years ago, but in stead i want to play victim. I get thousands of hate messages and comments ( on my channel with 100 followers ... ) blablablabla
if i understand bipolar, i would imagine the day after a rage fit, u would remove the comments u made the previous day and apoligize afterwards, not after years when someone shows ur bullshit in ur face...
but anyway, nice to see an apoligiy for a change, did not expect that. good pr guy and team behind the game trying to salvage the unsalvagable
