you could try keeping vsync off and limiting your fps to 59 via riva tuner.
1) Lenovo Legion 7 (AMD Ryzen 7 5800H, RTX 3080 16Gb, 32Gb DDR4, SSD 1TB +2TB
2) SFFPC (streaming via Moonlight+ Sunshine)

Performance of the game is really weird but somehow i solved my fps issues. When vsync enabled and fps limit was set to 30, i had 21,2fps. Then i tried to set fps limit to 60 - i had 60fps. After reboot i had again with same settings 31,2fps with alot stuttering. Finally i have disabled vsync and fps limit is set to 90fps and game wont allow more than 61,2fps for some reason. Tried to unlocked fps limit but it just went to 90fps for no use. All this on 970.
