EDIT: Atiapfxx.exe comparison against Atiapfxx.blb shows that it is mostly identical to 16.7.3 although with some changes to the crossfire profiles for Hitman (2016) and The Division and there's a HighPerfGPU flag for Minecraft now which as I understand it ensures the game will (should.) always prefer the dedicated GPU on systems with CPU's with integrated APU's on them.

Vulkan runtime was also updated from 1.0.17.0 to 1.0.21.0 although there's a pre-release version of 1.0.21.2 available via https://github.com/KhronosGroup/Vulkan-LoaderAndValidationLayers/issues/883 but it's only really useful for fixing a issue with the SDK itself.
(Also while not required uninstalling any older Vulkan runtimes before installing the newest one avoids them stacking up but it's not a problem as such.)

EDIT: As for profile comparisons here's the more notable changes.

Two new OGL properties of some kind.
" <property Type="Dword">Oljfsi3Oj034fLF</property> "
" <property Type="Dword">JLUwluq2091DJLe</property> "

Cyberlink PowerDVD
Unigine Heaven
DOTA 2
Dirt Rally
Call of Duty Black Ops 3
Star Wars Battle Front
Total War Warhammer
Overwatch
Deus Ex: Mankind Divided
F1 2016
Obduction

New Crossfire profiles for.
Watch Dogs 2
Dead Rising (1)

"DxxBlob" changes for.
Grand Theft Auto 5

"DxxBlob" additions.
Showdown
Overwatch
FIFA17

OGL (OpenGL) changes.
Europa Unversalis
Compiz
Petrel
Rust
Company of Heroes 2
GRID Autosport

OGL (OpenGL) additions.
Civilization 5
F1 2015

"High Perf GPU Affinity" additions. (Prefer dedicated GPU over integrated, I think.)
Counter Strike: Global Offensive
Deus Ex: Mankind Divided
Forge - Halo 5: Guardians Edition
Gears of War (UWP remastered version?)

Also, a lot of VR profiles were added.

Installer of 16.9.1 has been updated from September 7th to September 13th, unknown changes.

EDIT: A quick file comparison.

.\Config\CIMManifest.xml and .\Config\InstallManager.cfg

Installmanager.cfg

September 7th
BuildVersion=16.40.2011-160907a-306711E

September 13th
BuildVersion=16.40.2011-160907a-306790C

.\Packages\Drivers\AMDPSP\WT64A

amdpsp.msi is newer in the September 13th drivers.

.\Packages\Drivers\WDM\HDMI\WT64A

AtihdWT6.msi is newer.

.\Packages\Drivers\Display\WT6A_INF

C0306790 for the .msi, .cat and .inf file instead of C0306711

Comparing the .inf shows these GPU models (?) have been removed.

I was eager to buy RX 460, I can use such cold and low power card for casual online 1080p gaming, but I don't like artificially crippled chips (896 of 1024 cores enabled). Then I got the info from a local regional AMD manager that they are holding fully unlocked Polaris 11 for the new MacBooks, it's R9 380X story all over again.

So from my perspective, they can eat shit. If they value Apple more than PC enthusiasts (kind of), I'll gladly spend my money elsewhere.

Are they laser-cutting the cards, or are they just recycling defective cards?
If you don't know this process, read this:
https://en.wikipedia.org/wiki/Product_binning
Especially this:
"Defects in manufacturing are not always fatal, however; in many cases it is possible to salvage part of a failed batch of integrated circuits by modifying performance characteristics. For example, by reducing the clock frequency or disabling non-critical parts that are defective, the parts can be sold at a lower price, fulfilling the needs of lower-end market segments."

I know that in some cases, when the yield for high performance cards were much higher than expected, and sales of their weaker cards were super high, companies would laser-cut their high performance cards to sell them as weaker cards. In which case, they did cripple the chips to meet demands. That part is kinda dumb.

But most of the time, they're just recycling partially defective cards and turning them into fully-functioning weaker cards.

Guise, I know how it works, I'm following the graphics cards market since '98. And I'm also doing embedded software for living, so I also know a bit about hardware too. I'm not talking about crippled chips in terms of unstability, I'm talking about AMD forcing the entire line of cards to use artificially disabled chips because of some exclusive arrangement with Apple so they can be primary volume customer for fully unlocked chips, which they are stocking for them now. Again, this is exactly what happened with Tonga/Antigua.

This probably has nothing to do with yields, they cannot be that bad. 14nm FinFET is new tech but the chip manufacturers haven't started their businesses yesterday. I don't care if AMD's business logic now goes against fragmenting the market too much to have multiple close cards in terms of performance, which may confuse customers and drive them away, I want fully enabled GPU.

@Guy_Incognito Any source? Or just specualtion?

"Enlightenment is man's emergence from his self-imposed nonage. Nonage is the inability to use one's own understanding without another's guidance. This nonage is self-imposed if its cause lies not in lack of understanding but in indecision and lack of courage to use one's own mind without another's guidance. Dare to know! (Sapere aude.) "Have the courage to use your own understanding," is therefore the motto of the enlightenment."

Apple hardware isn't being picked for their power (Apple fanboys aren't exactly going WOW this GPU is so strong), but stand-alone GPU cards are (it's their main draw). It seems a bit strange that Apple would start such a deal and that AMD would accept it. But I haven't heard of this before (either proving or disproving it), so I'm really in the dark on the subject.

The speculation I've read suggests that Apple wants their chips binned for superior undervolting so they don't have to worry as much about thermals as they normally would (new worlds thinnest whatever incoming maybe). If the deal gives AMD more financial muscle to compete efficiently then I'm all for it. A back-to-Athlon-form AMD would be great for consumers, and if their drivers mature faster with more funds as well, even better.

Something I didn't think about but which makes sense for Apple.

Just so it's clear (due to some amdurr's on these parts) it would be as bad if nvidia did the same. Also wouldn't surprise me if they already have in the past Surprised

Updated with WHQL signature, might have other changes though as the files have probably been changed a bit even if it's still 16.9.2

EDIT: Well at a quick glance one other thing that has changed is that the Vulkan runtime is updated to 1.0.26.0 now.

Paragon™ may experience flickering while using AMD FreeSync technology and AMD CrossFire mode in conjunction.
Pixel Format option is no longer missing for some Radeon RX 400 series products in Radeon Settings.

Known Issues

A few game titles may fail to launch, experience performance issues or crash if the third party application "Raptr" has its game overlay enabled. A workaround is to disable the overlay if this is experienced.
The Division™ may experience a game hang during extended periods of play while in AMD CrossFire mode.
Rise of the Tomb Raider™ may experience an application crash when changing the resolution from in-game menus when running DirectX®12. Users can restart the game to complete the resolution change.
While using or having Radeon WattMan open in Radeon Settings in AMD CrossFire mode, the secondary/slave graphics processor clocks will increase to their highest state.
H.264 content may experience blocky corruption when streaming using P2P content players on some Radeon RX 400 series graphics products.

EDIT: Also uses Vulkan 1.0.26.0 same as the newly re-released WHQL'd 16.9.2 drivers. Smile

EDIT:

atiapfxx.exe -r -sys -s test.xml comparison against 16.9.2->
(This creates a plain .xml so easy to use any comparison tool like WinMerge but I don't have the skill to dig into the actual .dll's for any newer profiles not yet in this "blob", Kn00t used to maintain a very good repository for this earlier.)

Crossfire:
Battle Field 1 (bf1 and bf1trial.exe so both the game and the EA Access version.)
Deus Ex: Mankind Divided
F1_2016
Civilization 6 (Both Civ6_Win64_DX11_FinalRelease.exe and CivilizationVI.exe so should be good for the release version.)

These were all updated. Smile

Call of Duty: Infinite Warfare (But it targets 4-iw7_profile.exe so probably not the release version exe?)
Shadow Warrior 2

(EDIT: Infinite Warfare also has iw7_ship.exe and iw7uwp_ship.exe - win10 store version?)

These were added. Smile

PXDynamic profiles for "HighPerfGPUAffinity"

Dishonored 2 ( Dishonored2_x64.exe and Dishonored2_x64Retail.exe so probably good when it releases.)
Mafia 3 (mafia3.exe)
Titan Fall 2 (r2_x64.exe and Titanfall2.exe)
Rocket League ( rocketleague.exe )
Shadow Warrior 2 (shadowwarrior2.exe)
Watch_Dogs 2 (WatchDogs_r64.exe, WatchDogs_rt64.exe and WatchDogs2.exe )
(Man they're just lining up one AAA game after another with these, they've been busy although well these aren't the Crossfire flags.)

(Better late than never for Rocket League I suppose but these flags are at least from what I read about the game switching to using the dedicated GPU over a APU or something along those lines.)

EDIT: Battlefield 1 seems to have a lot of "Tunguska" based exe files, code name for the game perhaps during development. Very Happy

Tunguska.Main_Win64_Final.exe
Tunguska.Main_Win64_final_DLL.exe
Tunguska.Main_Win64_Release.exe
Tunguska.Main_Win64_release_DLL.exe

EDIT: Actually speaking of Crossfire it seems Watch_Dogs 2 already has a profile?
(Probably I listed it when I copy pasted to a earlier driver release but already forgot about it. Razz )

16.10.1 has been updated and is now WHQL certified. Smile

EDIT: And this has been added.
Quote:

Support for Oculus’ Asynchronous Spacewarp (ASW) feature on select Radeon RX 400 series graphics products. ASW compares previously rendered frames, detects the motion between them, and extrapolates the position of scene components to create a new synthetic frame. Using this technology, synthetic frames will accurately approximate the fully-rendered frames they’re designed to replace.
