try resetting windows store cache, open run dialogue type wsreset and wait

Try deleting SoftwareDistribution folder.
If it still doesn't work, maybe try with normal boot configuration.

Yes and a digital dist platform and a game are different things as well.
There`s nothing wrong with the game, only MS shitty store.
Can`t blame them for being owned by microsoft.
As i said, i did a clean uninstall and got a new drive yesterday and now it won`t install at all.

Damn this is a great port, i7/GTX 960M(2GB) laptop is running this mix of high/ultra settings @ 35-40fps, i locked the fps tho 30 fps to play in proper xbox style, since laptop is hooked to HDTV right now.

Of course you can they are part of Microsoft now, there is no excuse for one of the biggest software company's in the world having the shitiest DRM solution imaginable with a storefront that makes origin and uplay look like a godsend.
I don't even know how Microsoft actually managed to make something that's even worse then GFWL they must really really hate PC gamers.

So far I find the game as boring as previous GoW games. Is it only the first missions or is the game always like this ?
I mean the story is non interesting and I don't feel like I want to see what's next...
Also the graphics aren't that amazing, but maybe because I'm playing this on XBONE. You can clearly see the differences between gameplay and cutscenes.

It's more about the shooting than story, first three or so levels are I think throwbacks to events from previous games (I've read about them somewhat but only Gears 1 was released on PC previously.) and then the actual game story begins with this new kid (Marcus son?) and some Outriders (Outhouse raiders?  ) doing, well they're raiding because they do that sort of thing.
And then follows some combat against robots that at least for me only having played the first game it feels a bit weird for Gears to have robotic enemies suddenly.
(First of the prologue missions also had you fighting other humans whom I assume were something of a prequel before the Locust or Swarm or what they're called first arrived.)
But yeah just aim and shoot I guess while hiding behind convenient chest-high cover placed everywhere. 
(The AI isn't that dumb either and your weapons are utter shit or something as it takes a few magazines to down just a few of them even if you're constantly hitting, even the shotgun up straight to the head doesn't always guarantee a kill even against the fleshier enemies earlier in the game heh.)
(Your AI partners understand this though by shooting mostly just so it looks cool and then actually killing via melee attacks by rushing the enemies - they're immortal after all. - but you as the player still have to be the one to advance first and then they follow behind you.)

(Which is standard military tactics in games since Modern Warfare 1 or so. )
(Melee attacks are also almost instant death to you as the player even if it looks like they're barely slapping you with the gun with almost no strength in the blow itself, also a bit like oh I don't know, Modern Warfare or so again. )
(Though to be fair COD4 isn't the first game by far where ranged enemies are harmless "threats" but some rushing something attacking up close is death incarnate..)
(Though that makes sense in some of those games, early Aliens for example on Jaguar or what platform it was ha ha.)

I did everything, yeah.
But still. It starts, dowloads 2.74mb and then gives me 0x80070490 no matter what i do.
Your fix is the sixth i`ve tried.
