Well, not that I like to defend them but... most new games don't go on sale (other than some shitty 10% deals  ). |

That's what they did to avoid riots last year. Having some deals better and others worse in December/Jan'ish sale will invite a lot of shit for Steam and my guess is that Valve don't want to deal with that.
To be honest I 100% question the practice of two sales this close in time. I'd settle with just the one great sale during Winter and one during the summer.
