Umm, killing someone in one or two shots is the opposite of skill based. Then it's just choosing the most spammy weapon and spraying like crazy. I would argue that CoD/BF is more skill based due to your example, that the crappy player got the drop on the better player and the better player still managed to beat the crappy player.
But hey, skill based in most shooters now-a-days is a term thrown around for shits and giggles and can always be correct or incorrect depending on how someone sees it.
IMO the most skill based games were/are doom/quake/UT, the military shooters are just fun shooters with a very low skill-ceiling.
