Yeah it does seem like it should be simple to add. You could 'abuse' it in Blood Money so if they're concerned about balance issues, they shouldn't be. Players should be encouraged to experiment.
This guy visited IO and they answered some questions. They also talk about the briefcase - they want to add it, but it's a matter of "getting it right, not just half-right."
I didn't bother watching the video but this seems like they are wasting our time.
They have one sniper, thats one animation to make from the briefcase...
It would should be a ridiculously easy thing to add to the game
Especially since the suitcase was already working in the alpha.
I couldn't find a proper video, but I remember there was an animation for taking out the sniper rifle as well.

I like Hitman but I think Blood Money was a lot better in many areas including having actual levels. This Hitman game is the Paris level duplicated with slightly different theming.

If they have figured out how to balance human shield so it makes sense then I'm happy with it coming with Season 2.
In Blood Money and in the beta video posted you only get X amount of seconds holding a super important person before they start shooting... thats not realistic, no guard will shoot the person who pays them.
But we'll see if they've solved that somehow, if they never shot you could just walk to the end of the map with a human shield.
Game updated, going by SteamDB this should be something like update 1.9.1 (1.9 or 1.9.0 being that previous update adding a new difficulty mode among other things.) and also elusive target #20 whoever that might be. (Seems there's ~24 or so in total currently.)
EDIT: Probably fixes something with the 1.9 update and at the same time this one guy can now be found in one of the current chapters / game levels as the new elusive (one chance.) target.

The Contract Tile now displays an icon to show whether that contract has been added to 'My Favorites'
Sticky Pistol (Escalation)
We've fixed an issue where the 'Sticky Pistol' countdown would expire, despite 47 having the pistol equipped on a ledge.
The Incarnation Non-Accident
We've fixed an issue in the 'Meiko Incarnation' Escalation where dumping an NPC in a specific area would not result in an accident kill.
Disappearing Act
We've fixed an issue that could cause a holstered large weapon to be lost when activating the diorama in Paris.
Fire Safety
We've fixed an issue that could cause NPC's to teleport away when they are burning.
HDR Launcher
We've fixed an issue where the 'HDR' option could not be enabled in the game's launcher on AMD cards.
Sun Spots (HDR)
We've fixed an issue that could cause black pixels to appear around bright light sources when HDR is enabled.
Additional
We've also fixed other minor issues involving AI dialogue, audio and VO consistency, escalation completion marks and we've slightly reworded some menu text to make it more consistent.

The way I see it, every life is a pile of good things and bad things. The good things don’t always soften the bad things, but vice versa, the bad things don’t always spoil the good things and make them unimportant.
I wish they would focus on Dishonored 2 and not something that basically requires being online to be properly played
