First part - false, second part- true Anyway, if you're that casual you can find build in the net and never bother with passive tree and if you're not that after a while you have zero problems navigating it.

What you call filler is in fact there for a reason and that reason isn't to scare you. It's forcing players into making choices between paths and tie in with some of the later added mechanics.
PoE tree isn't like Salt and Sanctuary one, which is full of fillers, this has been under some strict supervision and balanced plenty of times so that people can make choices without having access to everything and build an actual web path to what they need allowing for crazier builds than some might imagine.
You can call the skill tree in PoE many things, but lazy is not one of them. Lazy design is the Paragon system of Diablo 3.
Looks like the patch is out, I'd give it a try but I assume this will work like the other major updates and there will be a number of hotfixes over the next few days plus general server stability now that people are testing the new league and all that.
(Probably nowhere near what's going to happen when 3.0.0 goes live though. Should be fun once it stabilizes heh.)
well it is the last time we can go through those 4 acts three times... and being able to get a chance for legacy item drop by playing with 17 of previous leagues mods - u can have that chance only once in a lifetime in a PoE realm
Underlying changes to the engine include a update to 64-bits and support for DirectX 11, gameplay changes include dozens of pages of patch notes from balance adjustments to new content although I don't think there's any new acts just yet aside from the current 4 and it's down to the different leagues or the various difficulty levels and then the maps and other challenges you can undertake.
As for act #4 a certain arena can go fuck right off, no idea how I made it through that one but it took quite a few attempts and changes to equipment which well NPC trading isn't exactly very profitable although the higher difficulty areas at least provides some chance of OK equipment although there's a ton of lower level trash too but then again it can be traded off for identification scroll shards which are always needed.
There's the scion class as well once you rescue her in act #3 but I don't know exactly when she was introduced, her skill path starts straight in the middle of the over-sized tree of progression so fairly versatile but also pretty easy to end up making a underpowered build and having to wait until the next update where they'll often provide a skill reset so you can try again.
(The quest rewards occasionally include a item like that too but it's only for reversing a single point so not too helpful.)
EDIT: As for ReShade I'm using 3.0.7 myself (64-bit) as dxgi.dll without any issues with the game so far but it's a commonly reported issue but I do not know why it works for some people and just crash for others, games 64-bit and D3D11 implementation used to be a bit of a beta status but that should no longer be the case so it should be fairly compatible with other utilities.

Since then a lot changed. Latest changes with the atlas and the new league are pretty good. IMO the new league alone is worth to play a new char and it's never been easier to get chars to level 80+.
I've been very slow with the campaign progress, really didn't like the jungle environments of act 2 so I only logged in occasionally after every big update and cleared a area or two though once I got into the third act things picked up a bit although I had to re-learn a lot since by then patches had made changes to numerous game mechanics.
For the moment I'm taking it pretty slow again since act 4 is a uphill battle from one area to the next with each zone completely swarming with tough opponents although I'm slowly reaching the end which I'm hoping to do before the new content of 3.0 hits late this year.
Though yeah I forgot about the leagues now that you mention it, made as a way to quickly get into the game again and they usually have some nice incentives and rewards for players attempting them allowing for quicker progression.
Act 4 is a challenge (even on normal - fuck Daresso ). That's why I mostly skip it after I beat the mines on merciless. Farm Dried Lake and then just move to maps.

what build are you? i've found the game to be easy as on normal and cruel with the exception of the ascendancy trial

i think it is a *.fx file thats causing it, it crashes allways right before loading the / compiling the last shader... i got over 60 shader in there so this is gonna be a hunt..
