its all due to the differences between the two genders.
most men would hardly say no if asked to have sex by a hot woman,
vice versa the answer would be mostly no (given the 2 people dont really know each other and have just met at a party or something).
there s just a difference in how they both may perceive, experience sex.
a woman always has the possibility of getting pregnant, she has to bear the consequences
after such an act, her male partner can just run out on her and she s all alone with a big problem.
so in the end, its harder for a man to get laid, than for a woman, hence that popular opinion about "gods" and "sluts", which is of course not morally right.
