It is simple, consoles can´t run the game on same graphics fidelity as PC, so only way for derp developers is to downgrade every asset to console quality, i have never understood this, why you can´t just fucking make it look best possible quality hardware offers, then just downgrade from there to different shit systems.
Because the simple fact is, there are more console owners than PC owners, and if publishers allowed PC games to be developed to the best possible quality, and then downgraded it to work on console, there would be uproar from the console community due to the absolute gulf in visual quality and performance. (at least in the eyes of shareholders).
Much easier for developers to code a game to work on a console, then add options to improve graphical fidelity on PC, without losing the base parity so at one level, they all look more or less the same. This is why people always mention about consoles holding gaming back - especially in the PS3/XBox360 days - they were so low powered compared to PC that ports looked awful, and even with things like ReShade, they just never lost that slight console-ness.
The only way things can every improve, is if consoles became modular, with the ability to swap out new GPUs, CPUs and memory to keep up with progress.
Bu this won't ever happen because consoles need to maintain their shiny to attract those buying them. The PS4Pro and new Xbox prove that people will simply buy a new console for a slight performance increase, much like the current smartphone upgrade business model.
Virtually no AAA publisher will ever make a game specifically for PC because there simply isn't enough money in it.

What this looks like, is a rush job. You'd think they'd have learned from their first attempt, but Bell is such an enormous End that he probably thinks his product can't possibly be faulty and is just imagining the vast amounts of profits to be made from a sequel to the worlds greatest driving game. Ever. In the galaxy.

Project Cars 2 is perfection. Even more so that the original, which, while also perfect, was marred by the fact it didn't have a '2' next to it's name.

His settings are what makes the vid look so ugly. He disabled the ingame wheel as he probably has a real wheel attached and then he reduced the camera bump, focussing totally on the road instead of simulating the vibration from a camera perspective. It's like you have a chicken head that stabilizes your head movement
And the graphical settings cant be at maximum. The textures look super crappy :/

The ones I saw which have graphics that look worse than others are usually the ones with a VR or Sim setup. I see mostly the same with other games, it's not that uncommon to stream at lower quality than maxing it out or to adjust FOV and what not to line it up with wheel.
That being said Pcars2 never absolutely wow'ed me when I saw clips, always looked to me like a slightly updated Pcars... which is fine for me, well if the A.I. isn't worse.

It was the same in PC1, with the Bone version that also had terrible stuttering and framepacing issues at launch (only partially fixed later on with a patch).
I'm more concerned about other 'universal' problems so to speak, like the AI and/or old bugs still being there, hoping that the driving model will be as improved as it was promised. (*the* big question mark )
