He forgot codemasters (publisher but Bohemia Interactive and other development teams make great work, see Operation Flashpoint).
rockstar games for the probably most complete games of all times: GTA series
And Looking glass of course. They gave us systemshock 2 goddammit!!!!

Indeed. Baldur's Gate 1 was the one game that single handedly revived RPG's (well, D&D ones at least), in that it was the most faithful adaptiation of second edition AD&D for the PC. Baldur's Gate 2 improved upon it in any possible way and is still possibly the best classic RPG ever. Neverwinter Nights, like it or not, was a huge step forward when it comes to online player interaction and in trying to bring a true tabletop RPG experience to the PC. KOTOR (which wasn't even isometric) is the only good RPG based in the Star Wars universe, which was quite a huge innovation considering how lame 90% of previous Star Wars games were. It also was more mature and serious than all of them.
Bioware may stick to one genre, but they sure as hell know their stuff with it. Blizzard make great games, no doubt about that, but they aren't ones to take risks or try to innovate. WarCraft 3 wasn't exactly innovative, much like Diablo 2 and StarCraft before that. Same goes for WoW and StarCraft: Ghost.
P.S: If someone would've asked me the same question 5 years ago the answer would have been Looking Glass.
EDIT: also, some of the answers here are baffling. How can a developer that created exactly ONE good game be considered "best"? I don't care how brilliant a game is, you can't possibly say Valve (for example) is the best developer ever, when they only created one good game and are still riding that success?

Tough choice here..Hmm I'd have to go with ID and Valve. They both made games that changed the gaming industry. Doom and Quake introduced the FPS to the masses and Half Life took it one the genre one step beyond.

Bioware gets my vote.
Out of all the devs. listed above, they come across, to me, as being the most friendly and supportive of the community, while at the same time trying to maintain their independence from the "money grabbing, title pushing, whore" attitude of the publishers they work with.
I've played BG (Original), NWN (+Xpacks), and SW:KotOR.
As a few people have stated above, although they do stick to one genre, their RPGs are very well done, and exceptionally fun to play, which is what its all about (Granted, innovation has been low lately, but that's been the case with almost all genres.) Add to that their modability value, and you have a winning formula.
Other devs. should take a lesson from these guys, minimal hype-pumping bullshit, maximum great gameplay.
As for those developers that have fallen over the years, Looking Glass reigns supreme.

I think it would have been better if you categorised the developers into different categories. For example, Best developer for RPG, Best Developer for FPS games etc.

Valve hands down, they seem to care the most about there games + with mods like CS. could you imagine what kind of games we would be play if everyone followed the way Valve puts a game together!

Overall my favourite Software-house is SEGA. I'm having fun with their games since my childhood and it's continuing that way at the present.
I respect them a lot but there's another game developer I appreciate: SI Games, a whole life giving us the best football simulation possible and next month we'll be seeing NHL - Eastside Hockey Manager (tried the demo and it's great... just missing the 2D engine).

Valve did not put counter-strike together. They built steam, and steam, simply put sucks. Valve also did not generate the engine that Half-Life is based on. They created a good story. That is all, they haven't done enough to even warrent them a developer to be honest.

EastSide was developed by ONE guy originally. It was recently bought I believe. I have the original FULL version on my computer right now, great game.

I know I played the first EHM shareware version and that guy who created the game is now part of SI Games team (forgot his name though).
I'm from Portugal and Ice Hockey isn't a popular sport in here... In fact maybe just a few dozens enjoy watching this fantastic sport. (Without pub, I'm the leader/webmaster of the biggest portuguese Ice Hockey (not only online) community, with its 4th generation starting next July. )

I think nowadays we're watching many mutations in development teams. Each time a project or two conclude, many crew elements transfer to other Software-houses or even create a new one. So, I believe this is why there are only a few well known development teams, we're getting to the point where the Publisher brand sells more than the Developer.
And, of course, we can't forget companies like EA or Microsoft doing both, producing and publishing some of their games, turning out to be two of the greatest inevitable marks in the videogames industry.

No kidding valve didn't make CS but they supplyed the tools to do so, & your crazy if you think they haven't done enough to even warrent them a developer. There 1 of the most serous devoplers to date, they are putting there heart & soul into HL2!

Alright, lets say Valve did develop counterstrike. ID first of all, invented the first person genre practically. Then, they released quake 2, which Valve whored out. Doom III will be out by its release date, Half Life 2? Who knows?
Oh, and put the face of Carmack up against the idiot Newell. That alone makes ANYONE better than valve .
ID is where its at.

yes we will see who is more inovative Doom3 or HL2, I would bet my life that HL2 kills doom 3 interms of "continueing to be inovative", theres no dout in my mind HL2 will eat & shit out doom 3...probely in multi & modding tools alone!

guys, get real, how can u chose blizzard over inovative developer companies, blizzard only got this one line of games, which is warcraft, starcraft whatever, everything is based around this, nothing new or inovative at all, plus,whats the latest game we got from em? WC3? boy it wasnt even that good...

I vote Bioware, Their games are ussually top notch, and you can go on their forums and ask any question you want, even if its a flat out insult to them, and they will answer it truthfully without industry bullshit.
Their dev's are very down to earth, and I respect them for that.
