You can change the number of completed playthroughs in the advanced / raw tab of that save editor (I think 2 was the highest for NG++ but if you set it higher a third unfinished mode does appear but I don't think it works.) but I don't think there's a way to carry over existing progress unless you have the quest data dump ready for import from someone who have completed the game up to your own point of progress for the new difficulty mode.

Publisher 2K Games and developer Gearbox Software will release a free “Ultra HD Pack” add-on for Borderlands: The Handsome Collection on April 3
What’s New
The Ultra HD Texture Pack is a free visual upgrade available to both new and existing product owners. On PlayStation 4 Pro, the texture pack will appear as downloadable content on the digital product page for Borderlands: The Handsome Collection. On PC and Xbox One X, players will have the option to download the texture pack for Borderlands: The Pre-Sequel and Borderlands 2 separately.
On PC, the Ultra HD Texture Pack includes:
Remastered 4K environment textures, including geometry and skyboxes
Remastered 4K characters and vehicles
Remastered 4K weapon meshes and textures
Improved Anti-Aliasing, including improved edge line implementation
This includes improved ink line definition and framing/outline around character models
Higher Resolution Dynamic Shadows
Improved quality and smoothness of shadows, especially during movement
Improved Screen Space Ambient Occlusion
An improved SSAO method for more realistic ambient lighting
The textures are quite a uplift but anti-aliasing, shadows and ambient occlusion plus old Unreal Engine 3 build(s) and yeah it's not going to be a huge difference but for a free update it's alright I suppose.
EDIT: Course if you're playing the video game staring face in surface style and looking at the texture works instead of zipping all over the place looking at the pretty colored damage numbers then yeah you're probably supposed to *leave* the hub area at some point or the other ha ha.
A trusted anonymous source with first-hand knowledge has hinted to us that we just might see more Borderlands 2 content in a couple of weeks, a DLC expansion to bridge the gap between the end of Borderlands 2 and the beginning of Borderlands 3.
Titled Commander Lilith and the Fight for Sanctuary, the upcoming Borderlands 2 expansion will allow players to get in one last hurrah, and sate the thirst for Borderlands that you might be feeling for the next few months. Our source tells us that the Borderlands 2 DLC will be dropping sometime during E3 week, so if you need to redownload the game and get it updated in preparation, you might want to start now. It’s unknown what platforms this will be for. PS4, Xbox One, and PC will presumably take priority, but there’s no word on if the DLC will also come to the PSVR or last-gen versions of the game.

As someone that just recently played The Presequel, I will say that I hope the team that makes the main games learned some things from it since it adds quite a few new things that make it more fun to play. At the same time, I did not care much for any of the playable characters, but I ended up going with Nisha and that was ok I guess. It's not that some of them don't do interesting things, but none really fit my playstyle. Oh... and the Claptrap DLC campaign is some of the best content in the series. I also played it modded with boosted drop chances and what not, because fuck it... I likely won't play it again. Once 3 is out I imagine it'll be pretty hard to go back to the previous games, plus lack of time...

Well I think their games are kinda shit, I have no interest in borderlands but hot damn is this guy an asshole. This guy and the guy from Stardock, even if they made good games couldn't support them with real money.
