He's talking about its state in 2001 when they made the trailer. A year later (back in the 00s a year of development was enough to have half a game ready) they had something playable, i. e a game.

Ion Maiden had 1996 graphics and was an actual fun well crafted title. DNF had no redeemable qualities, deleted after 60mins, awful dialog, awful graphics, consolized, mounted gun and car driving shit.. some of the first games that supported gpu's had better graphics and gameplay than DNF.
The trailers looked super amibtious and it seems to me they couldn't keep up with technology.
By the time they could have released it, it would have looked extremely outdated so they tried to tackle that as well and obviously that was too much.

There was some kind of idea from the company that it had to be an amazing sequel, as well as have next generation graphics ahead of all other games.
When they realised they couldn't complete this in time to be ahead of everyone, they moved to a new engine.
That was their huge mistake, assuming gamers cared that much about graphics.
Even in 2019, 3D Realms released Ion Fury, with DNF 2001 graphics and they did well.
All they had to do is release the game late and it would have been successful enough for a sequel.
Erm no, it wasn't really graphics. It was about big open areas and still having small details AND having a world that could be interacted with in the smallest details.
I used to be on the 3D Realms forums back in the days and Broussard would often talk about how he wanted a real world for Duke to walk around in. Duke 3D was the first FPS that let you do random shit and they wanted to take it several notches further. The problem is that many other FPS games appeared that had interactive elements so they pushed even harder. The graphical splendor wasn't that big a deal but the world had to be convincing and with engines coming and going, each engine letting them do the things the previous couldn't, ... I guess they were tempted too often.
You can see a lot of this in the released DNF: it had a lot of interactive elements. Frankly, with the update that let you have multiple weapons (opposed to the shitty limit when it was released), I had more fun completing it than I do with most modern heavily-scripted FPS games.

EDIT: But I suppose however this gets settled will possibly determine the IP's future if there's more games planned or if Gearbox will keep using Duke as a mascot character mostly.
Although after Duke Nukem Forever the series might not have much of a future or value besides the re-releases of the older Duke3D games plus interest in the older beta builds of Forever and if these could be released or not.
3D Realms doing some retro inspired shooters hmm not sure if they could take legal against Gearbox from how costly that could end up being either or how that would work out or if it's settled out of court under some other deal or terms more favorable to the involved parties or well, Gearbox I suppose mostly.
In 2008, when I was working for the good folks at Janimation in Dallas Tx,
we were hired by Gearbox to create a vertical slice (an animated version of what the game will look like) for the game "Duke Nukem Begins", a Duke origin story.
I headed up this project, as the director at Janimation, and did a lot of the character development, including the design and modeling of Duke. We poured everything we had into making the most awesome cinematic Janimation had ever created. But unfortunately, we got word the game was canceled due to the legal issues with Duke Nukem at the time.
"Duke Nukem Begins" was never made.
It crushed us, as this was what we thought could help us compete with bigger players in the game trailer market at the time.
Because it is still a piece I am damn proud of, I am releasing it 13 years after its creation. The whole team that worked with me deserves to see this released into the wild.
I hope this somehow resurrects this version of the game by showing the world how awesome it would have been...
The trailer looks good for its time if we cut the "gameplay". But WTF was the plan with such game ?! It's some kind of a mashup between the good old 'House of the Dead' shooter (or 'Lucky Luke' on PS1 ) and the weird 'That's how Mafia works' trailers of Mafia City.
Almost every chapter is present in some form. A huge chunk is playable, a huge chunk is block-outs with no enemies. All of the E3 content is there.

The editor works. We also have the engine and UnrealScript source code and have written instructions for compiling it.

The theme is just the Megadeth version. It starts playing as soon as you boot the game.
Bombshell is not visually present in the game at this point, there is a log file showing that her model was deleted.
The strippers can be seen and interacted with when you first enter the club. By the point in the game that was recorded, most of them are dead.

Be sure to open DukeForever.ini and set your resolution manually (1440p works great). Also turn vsync on in the same file if everything is going way too fast.
I like how this ~20 year old unreleased, unfinished game still drips more atmosphere than many modern snoozefests.
it's amazing that often 1-2 modders can make something better than an entire team of so called professionals... you can tell who has genuine love for it and who's just there to make a quick buck and just hating working on it.
Imagine doing something for money that isn't 100% of the time what you love... a concept so foreign I'm sure no one can relate.
even if, its not like it's impossible to still do something very good. i mean i worked as a painter for 15 years, and even if i hated every minute i made sure i put in the work to make the customer happy, it's not like i suddenly turned clueless... they even had the concept here and it was cool.
