The Index is not available to order anywhere but through Steam.
That is the case even in the US.
So, this would mean it is "sold out in the Romanian Steam store".
Presumably, the have stock labeled for specific regions. We know from the reports back in November that the US stock ran out first, but several European countries still had available units. Then those ran out, and Japan is now the only country which has some parts (but not the complete kit).

Oh, and, HL1+2+ep1+ep2 are free until HL:A launches some time in March. Grab them here, in case you don't already have them (WTF?): https://store.steampowered.com/news/57848/

Half-Life: Alyx is set before the events of Half-Life 2 and the episodes, but the games share characters and story elements. The Half-Life: Alyx team believes that the best way to enjoy the new game is to play through the old ones, especially Half-Life 2 and the episodes, so we want to make that as easy as possible.

Ah, I thought they would be permanent, because they have given away games before. In any case, more than enough time to play through them in 2 months' time.

Ah, figures... in the store it's also not marked as in my library when searching for it. It's neat regardless, mostly for people that never played them.

Some good answers in the AmA, I liked that they looked into HL1 for things that it did better than HL2, and they decided the A.I. to be inspired by the first game.

No idea, but shift locomotion isn't for everyone ,especially new VR users will feel sick. Teleporting is more stomach friendly and you get used to it fast. I prefer to use both at once, so I can use teleport for longer distances and walk smaller distances. I hope this is possible as well.
What a lovely recreation of the HL2 universe. Looks fantastic.

How are they going to balance the game if You can freaking teleport around?
The game seems like any other vr shooter just more refined and with better graphics. They game is slow and casual. There even is a weak point highlighting on enemies.
This is like a toned down gaming so every idiot could play this on any vr system... Well let's hope I am wrong and it's actually half life 3 we wanted. I've played too many vr games and they are always disappointing
