It's nothing surprising. Playable from start to finish doesn't mean it has all the content, side quests, is bug-free etc. Only that the happy path is implemented.
If it was published by Activision/EA/Ubi etc. it would already be released and we would already have like 5 major patches and it would be properly playable in like a year, with the third DLC
Not on high settings imo.
But it will be much better than shit port of detroit, that's for sure.

ehhm, name a AAA game with high end graphics that does 4k60 at max settings.
(and why do you want 4k anyway unless you happen to have a small cinema in your house that you use for gaming with a >5m wide screen)

Even if most content might be there, it could be in a very buggy/unstable state. Most games are "content complete" months if not years before release. They still need to balance stats, get rid of crashes, optimize low framerate areas and that is just the tip of the iceberg.
People like to think that having all the content of the game is everything there is to it, but it's most likely less than half of what is necessary.
