Click on game properties, and in "DLC" tab tick the story mode DLC. Then, if nothing happens, restart Steam, it should download additional ~8 GB of DLC.
Pretty stupid, yes.

There should always be one for games that have DLC content far as I know.
Does this show as being already owned?

EDIT: If not then it can also be forced.
Steam://open/console
And then in the steam client itself and the console tab.
app_license_request 475230
And that should register it.

ah well, i restarted steam and the dlc tab appeared for the game. ticked it, now it checks the files and most likely will work without problems
