2: given how ridiculously dense they are and how ridiculously fast they spin, yeah, I can see it detecting that amount of irregularity.
EDIT: a quick google search gave me one of the black hole merger detections at 1.4 billion LYs. I can see that amount of precision deal with pulsar irregularities at a couple thousand LYs away. They obviously didn't try to do this with pulsars in other galaxies, mostly because they are too far away to see.
