I did the testing for you guys. The one RTX feature you want off is RTX lighting. If you have a keen eye, you will notice the difference, but it is not major. But not only does it give you 10-12 extra FPS, it smoothens it out as well (less input delay). The rest of the RTX needs to stay on. Best DLSS setting is actually auto, as it will dynamically switch to performance mode only in the heavies hitting scenes. Otherwise it is like balanced.
I tested all sorts of combinations. This gave me the best looks combined with the best feel.

To anyone struggling with performance.
Turn to low/off any "volumetric" graphic options and set SSR to off, seems to do the trick for me.

Maybe they should have taken another 6 months or something. Bit undecided on this one, only like 2 hours in and the atmosphere is what I expected and wanted from this game, but it's really rough around the edges and not only because of bugs (which I already had plenty of). Switched from M/KB to a gamepad because driving sucks with keyboard and apparently you can only switch betwenn running and sprinting... shooting is alright with a gamepad as long as you are used to it.
Performance is ok on an i9-9900k/32GB/2080ti/NVME, cranked nearly everything to the max and with DLSS Balanced I get around 50-70 FPS on 1440p. But I do have to say, graphics are nowhere near what I expected. Especially in broad daylight, the game looks sometimes really... bad. Like the lighting looks awkward and a lot of low quality textures that don't seem to load fast enough, texture pop-in... darker scenes lit by neon lights can look awesome though.
I will keep playing, but I guess if you are not that keen on the setting, better wait a few months till they fixed the game.
