Official mod supported added after announcement at QuakeCon.

I doubt it’s even possible. I’d be surprised if they include more than a level editor and a model importer. But still cool.

Skin pack DLC kinda requires online check (once via GOG Galaxy), but otherwise the base game and Ancient Gods are indeed DRM-free and offline capable.
