Can you try running this test https://www.waveform.com/tools/bufferbloat and checking out how much CPU load does it generate during the test? I assume it should give you quite good grade out of box?

Core 1 & 2: Fluctuating between ~1-38%
Core 3 & 4: 0-3%

I get a B grade due to bufferbloat on low latency gaming.

I disabled Interrupt Moderation on my NIC and got a slightly better result but there are more tweaks I can do if I want better low latency traffic. I don't play games online so I don't really care as long as I can download/upload at max speed.

If you want to reduce that latency try turning QoS on in your router. I wouldn't mess with NIC's settings since they won't do much compared to QoS.

Try Adaptive QoS or Bandwidth Limiter https://www.asus.com/support/faq/1010935/

Latency is not only for games but rather connections in general. QoS will prioritize connections depending on what needs to be delivered faster over something else. Smile Voice/video traffic over file transfer etc.
