In general that is, but for example... giving the parents of floated elements heights

Do you worry about the small percentage of people who don't have JS enabled?

Entirely depends on your intended audience.
If you have a mostly static page with stuff on it and expect a wide variety of people to visit, yea, non-js functionality might be a good idea.

But javascript today is very much the backbone of the modern web.
If you're planning on a site with any reactivity or clientside functionality, you need javascript.
Disabling javascript is like taking the plug off your row boat and complaining when it's sinking.

At this point in web technologies, the people who do not have JavaScript are people who have made a conscious choice to disable JavaScript, with something like NoScript. If they desire the site's functionality, they should add the site to the whitelist.

Well actually if you can do it with CSS, do it with CSS. If not, yes JS is nice. But I try to not use it to circumvent stuff that'd be possible to do with CSS.

Nope.

Like Leo says, their choice. Keep things functional without JS to the point where you can still *read* the content, but if it looks like shit without JS, that's their problem.
