But as the years go by, I'm getting less and less patient to do the big mod list installs. Looking through the comments it seems that there is no easy way to spin up all those

First Bryoworld problem, I can definitely relate to that 
Our best hope is for a surprise Wabbajack repack, though without Nexus' premium account the whole manual downloading process for huge modlists can be tricky as well.

I've tried every WJ pack and my main issue is always that it dips below 60 frequently and stutters
Gamebryo/NI/OpenMW cannae handle it

Runs 60fps on the desktop, but had dips on me laptop which were solved by using DXVK(though I think it somehow blurs some of the textures a bit).
IMO ebonheart is the perfect place to test it
