Exec don't know what make the viewers to go to cinema. Some assistant said that people loved RDJ's Iron Man in all the movies - so that why they were hits. Because RDJ, nothing else. So they paid RDJ to show up as Dr. Doom.
How much he will be in the movie doesn't matter, the script doesn't matter - only sticking the name of RDJ matters.
Fanboys fap to it, definitely. But is this winning formula? Will RDJ ham up in it? Iron Man character by RDJ was charismatic and fun to watch. Will Doom replicate it?

After Deadpool success I fully expect them to convert one of the already (re-re-re) shot movies into an R-rated one. Of course with shitty CGI and ADRed explicit language here and there

I just wonder if making R-rated reshooted movie will make it a box office hit or not. And Rebel Moon being such an experiment is kind-a proof of concept.

Sources say Marvel is plunking down $80 million for Anthony and Joe Russo to direct “Avengers: Doomsday” and “Avengers: Secret Wars” and “significantly more” for Downey to tackle uber-villain Doctor Doom in the two tentpoles.

Later, in secret wars, we see evil cap somehow merge with good cap. We now have old Steven Rogers back in the mcu.
