mm-Okay. I watched it, and I didn't pick up that the screen voice entity is not the same as Legacy. But inevitably the search provided me with reddit threads discussing this issue.

It's all just chinwagging of fans, some of which was coming from the books.
You really can't be sure that the show writers will respect the distinctions for those entities even if they are given in the books. Having watched the show only, I certainly didn't see, that there's necessarily a distinction between Holoscreen voice, Tunnels voice that talked to Lucas Kyle and Legacy.
Ultimately, even in the books, "Pact", "Order", "Legacy" are all just tools used to make people mindless drones that follow rules in a system they don't fully understand (by design).

Silo people have the Pact to follow, which includes rules with how to operate a general purpose Silo, what to fear, what not to do, etc. Silo heads (IT heads in the show) and Silo 1 shift operators follow the "Order" which attempts to give tools to psychologically manipulate and control. That makes sense, since it was written by a psychologist). The legacy is a tool they use to overwhelm Silo head shadows to scare them of the weight of their job and why they must follow the Order.
It's all meaningless and just used as control, not unlike other religious scripture.)
The underlying "pact" is much more sinister, and it is revealed in book 3. A pact between the "founders".
Regarding "A""I", the voice is not AI, not LLM, and is never hinted to be such. I don't remember where the Reddit "algorithm" title comes from, but I don't think it's from the show and certainly not the books. It is made pretty clear in the first book that Silo heads have means of communication between themselves and Silo 1, and camera feeds from all silos reach Silo 1.
I'm not sure where they are going with the character behind the voice. The second book reveals a big mystery, but they really cannot do such a mystery on the show, so it's unclear. It could be the congressman, it could be someone else. In the book, they use voice-altering software. But by this point in the story in the books, Silo 1 is quite in disarray.
Supposedly, there is going to be a big shock in episode 4, and episode 10 is titled "Troy", which is a prominent character in the second book.
In the books, there is no tablet with voice search. There are only paper books. But in the show, I don't think the tablet speaks? And the voice in the tunnel and the server room has been the same voice so far.

Otherwise, yes, some changes were made, but the intent and major plot-points are very similar. I just finished the first book (on your recommendation, thank you!). I am very happy with the first season, it fleshed out the setting in a really good way, and even improved some things. Bernard (as played by underrated Tim Robbins) is better in the show - much more nuance and layers.
That is why S3 is just frustrating for me - characters of the Silo are emotional one dimensional teenagers and not adults in an interesting world.
There is additional drama in the show that doesn't exist in the books. At least in the first two books, everything is already pretty condensed, and there is very little fluff.
Keep reading. Book two is my favorite, and you'll see how hard that is to adapt. I'm still giving the show a benefit of the doubt.

BrainPilot and Pete Peppers I started occasionally watching their recaps and speculations ever since Expanse, I think. They mostly do Sci fi shows.
One of the key plot points in the second and third book is the hubris the "founders" had, thinking it will be easy to control all the people in the silos. The original plans didn't have 50 silos, but Thurman is like "naaah it'll be fine, let's add more" and one of the reasons a lot of shit hits the fan is they don't have enough eyes to look at everything. Yes, technically, there are cameras everywhere and Silo 1 has the capacity to watch all the feeds. They just don't have the manpower (or the will, really).
If only they had an … "algorithm" to do it for them.

Is there some in universe explanation in the books how the giant structures, the low tech, the hi tech, the Sci fi tech are not in a complete detritus and disarray after centuries of no constant maintenance by professionals?
Shall we just assume everything is still functioning, because the plot demands it. Or does some "magic" in universe nanotech or hidden personnel in cloaked invisible suits perform necessary repairs and maintenance?
We saw, of course, that silo's dwellers themselves are capable of some mechanical and electronic repairs, but it doesn't explain who maintains hi tech (hi resolution hidden cameras, led screens, fake screens on helmets' insides etc) or tech and structures beyond silo's dwellers reach.
In the book, they are mechanics, so they do minimal maintenance like oil the machine. But if I remember correctly, the machines are sealed and so less susceptible to normal wear and tear, such as corrosion from oxygen or humidity. There is no power source to the machine, and they figure out from the shape of the machine that the spare generator is what is supposed to power it.
In the books, they just have multiple copies of whatever each silo needs, based on specification and projected lifespan of the object. They are even able to predict how long they will stay in the silo pretty accurately based on existing inventory. But the technology in the books is a lot less advanced than on the show; they use walkie talkies and radios with a frequency limiter to not overhear other siloes (which they eventually remove by mistake and understand there are more silos. Silo 1 is a different story, as they serve a very different purpose.
Next time, instead of announcing a new episode, I'll post a 38947293847 minute long "ending explained" video.
