Papyrus Nascar Racing (season) 2003 is the quintessential game in that regard. Finding a copy to play online is supposedly a bit difficult but I got mine off ebay for about 12 pounds (GBP). Not sure if there is any new ones coming out but I know rFactor has a nascar mode in its stock game and that's also a quality online racing game I recommend (it also has very good F1 mods and much more).
Nascar Racing 2003 is quite old but it's still the best and you can't go wrong with it. Go to this website; http://forum.rscnet.org/ for more information and access to leagues run there (etc).

To watch, I agree, but to drive in a game isn't as boring as it's made out. The strategy of pit stops, car setup and keeping your car stable (whether that's tyres, engine etc) is more challenging than is made out (particularly when your surrounding by more than 20 other vehicles - which is especially exciting online). There are also road tracks that can break up the tedium of the ovals. With a force feedback wheel this game is even better, and I would not recommend to play it with anything less. I don't watch Nascar but I do like to play it and I wouldn't if I found the experience boring..
