Anyone know a program where i can use a video file,choose the part i want,then use that part to convert it to a GIF Animation?...with the new MEET THE SCOUT vid from TF2 i wanna do the moment where the Scout nut bonks the heavy..also in fast motion.

Personally I would use Adobe Premiere to cut the scene out, save as Quicktime or something. Open in Photoshop CS3 (import the frames you need) and then do the GIF animation and "save for web and devices" That way you can really make it as small in size as you want.

Ulead gif animator should also do the trick with either avi or mpg video files.

Tried Ulead GIF animator and whenever i open it...it closes itself?..same with Photoshop CS3,whenever i use the Video frame 2 layers and choose the video the program closes itself

virtualdub has export to.. animated gif, has worked well for me in the past

Well for ulead if it crash when you import your video I can only guess that your video has faulty frames. Detect your video encoding with GSpot, try to iron out possible corrupted frames within Adobe premiere, Sony vegas pro or virtualdub/virtualdubmod, cut your vid from there, remove the unwanted frames, the audio track, etc, and export it encoded with some trustworthy codec or animated gif if available.
