Hopefully. I wonder how long it will take though, since they need to develop their own tools to change some stuff that can't be modded via the CS (if ever Bethesda decides to release it).

I think it's pretty obvious that Bethesda wants to sell Fallout 3 very good ALSO on the consoles. Releasing from the start a modding tool that will probably make F3 PC TEN TIMES the game it is (just see Oblivion PC + TES CS) will be a shoot in teh foot. It's pretty clear that in this case almost everyone will want the PC version as almost every gamer realises the HUGE potential and replayability of a game that will recieve thousands of mods. Including nekid chicks. 
So it's really normal from the devs - in this situation - NOT to say: "yeah, we will surely have a SDK for the PC version" because possible actual console buyers will say at their turn: "yeah, we will surely wait and buy the PC version of the game as it will be 10 times or more bigger and 10 times worth the money due to the mod tools, just like Oblivion".
I just hope I am right and we WILL see - even later - the SDK. I am one of those that consider that half the fun of a game such as this is the modding part. It all started for me with TES CS for Morrowind and a house full of naked Balmora girls.
Next in F3 would be naked zombie chicks - if any.

So, there appears to be a leak of some kind out on torrent sites called Fallout 3 DEMO-FLT
Anyone know if it's actually something playable, let alone legit?

dont know i dont want to risk my pc. I base it on that "there is already out"
the techdemo u mention have 250mb (dont know the date of the release, but is old) (shared on "not mutant allowed)
the other one (from the sceens) have 750mb (shared on rapidcrap)
the one the guy mentions haves 2.90gb (crappy source,probably fake) (shared on mininov*)
anyway the amount of MB of each one do not match, so or is a fake or for the ammount of MB is a totally diferrent one, from the "oldies"
Also, on gamespot fallot 3 (pc) forum, there is a theard created on october 6 (of this year by the way) and it says "fallout 3 leaked on torrent "

Yeah I think there's a good chance it's fake, it's not even on usenet yet...

but on the "internal list of trackers" of the torrent piratebay tracker appears

that 2.9gb thing is just a file full of 0's...thats why it downloads in 10 seconds haha...at least they should have done this fake better...
