Change your unicode settings to Russian before launching the Fallout installer. (Control Panel -> Regional and Language Options).

click on "START then "RUN" and type "P:\setup.exe /lang=en" (without quotes and change driveletter to your correct one). The installer will be in russian so just click it through. At 99% it hangs for a couple of mins when it starts decompressing sounds and vids, so don't quit the installer. Just let it work.
Then use the TVM crack (yes it works). now start the launcher and click on the second option to set resolution.. the config is in russian but its quite easy figuring out what the settings are... just use common sence ...when done start game and voila...everything is english.

The crack doesn´t make it english, you have to copy eng.esp, i tested it.
