I agree, I can see the small group that doesnt have internet for activation.
But if you own a comp that meets the HIGH minimum requirements, i think the number of people that meet requirements +have no internet will be SMALL.
Not many people at all can say "I have a high end dual core/quad core, 4 gigs of ram, 8800GT..but no network card/wireless"
since its only to activate the game, anyone with a system to play it well, is going to have at least SOME internet to install and activate it

When i bought Bioshock i didnt have any type of connection, i had to take my desktop around to my bro's and back just to activate. Plus when i pre-ordered there was no mention of needing the internet. 
Haven't bought a game since that requires online activation.

If someone is that poor (I assume you didn't really mean 'pure'), they probably wouldn't have a computer in the first place - certainly not one capable of playing the game.

I hope all the trainer makers make a trainer for the Steam version, I almost regret buying it on Steam just because I know normal trainers wont work with it...if worst comes to worst ill just get the release and use the Steam version for multiplayer...
GTA games always seem to be big in the trainer scene
