Can't you just create a free account? I know I had my account from GTA4 on the 360, and it was free.

The reason it shows up that way is that it is UPX packed, however I was unable to unpack it in a state that I could discern any information.
It is shady as fuck, if it works.

Can't you just create a free account? I know I had my account from GTA4 on the 360, and it was free. | Thats the question I am asking, could you (with fedor loader) make a social club account and use the -norestriction thing plus even upload videos there?

Just ran it in VMware, It did not function and only crashed RGSC.
Ran it on my Laptop, and it appears to launch the game, but it does indeed crash RGSC from time to time.
~10 mins in game no Drunk or Lead foot.
Because everyone reads these amirite.

Nothing changed and -norestrictions still doesn't work when I logged into Social Club.

I mentioned it previously but I'll try to give a better explanation.
For me launching either GTAIV.exe or LaunchGTAIV.exe starts the "social club" application however I managed to get certain command line parameters to work by applying them directly to a shortcut of LaunchGTAIV.exe.
However starting that shortcut will still start the social club application and if you use a offline profile it'll just pop-up on screen with a "play" button and pushing that won't activate the command line parameters so I have to be logged in when I start the launcher as it will start the actual game without going to the social club app first.
-norestrictions -novblank -noprecache
No restrictions for graphics settings (largely unused though *), no VSync and no prechaching.
First one allows you to set the options to whatever you want, second one just disables VSync to increase FPS a bit (Tearing might be noticeable on certain setups instead though.) and the third one speeds up loading a bit by disabling precaching.
Unfortunately being signed into the social club app means the game takes ages to actually start as it downloads the latest information from that network first, once the main menu is loaded though everything works like it should. (Creating a account is free and doesn't require a serial.)
* - Forcing the options above what the game restricts you to will push the resource monitor further into the red zone and eventually crash the game with a RSRC10 error which means it ran out of video memory, currently using all options at max with a 45% view distance just to avoid that.
(A 4870x2 card might have 2GB of memory onboard but each core uses only 1GB so in effect it's two 4870 1GB cards on one board, still makes it extremely fast though but you won't actually have 2GB of video RAM available or 4GB if you run Crossfire-X as each GPU is using 1GB)
Oh and the beta 8.12 drivers I linked to increased performance a bit, nothing much but still a nice gain.
(RC3 status so close to final version, no major bugs and several performance increases in various titles, final version is scheduled to be released on December 10th)
Oh and sorry about that Paul.dll stuff not working, guess there was still data on the computer which made the game run as it should despite also testing with the license revoked.
(Which is also why I mentioned that it might not actually work on a "clean" computer where it hadn't been activated before, unless it's something with the image but I doubt it as that wouldn't allow SecuROM to let it pass the disc-check stage.)

I got it off a certain forum it works. everything works... so... how can you get commandlines to work?
edit: sorry... someone answered as i was typing. except.. so... can you get ANY command lines working w/o having an account on the social thing? and can you have an account w/o a valid serial?

You can try what JBeckman suggested. I just tried it, and the game did launch with the extra parameters. (and yes I did notice the FPS was not capped. You will see this during loading screens)
1: Create shortcut to LaunchGTAIV.exe. (this can be to the 28kb version)Put it on your desktop, if you want.
2: Right click on the shortcut, go to Properties, and under target, make it look something like this. Code: | "C:\Program Files (x86)\Rockstar Games\Grand Theft Auto IV\LaunchGTAIV.exe" -norestriction -novblank -noprecache |
3: I was already signed into Rockstar Games Social Club, and it was sitting in my taskbar.
4: Click the shortcut, and you should be all set.

9. DON'T: Do not start the game through the provided button in the up-popping menu of Rockstargames Social Club. Just minimize it to the tray.
10. PLAY: Start the game through your shortcut of LaunchGTAIV.exe and ENJOY THAT MOTHERf*ckER!!!!

The only interesting part here would of course be the -window option that will allow you to minimize the social bullshit and start the game with your selected options in the icon.
