Of course it does. Vsync will always lower framerates to coincide with the refreshrate of your monitor.
By the way, has anyone had any problems with Textures being on High with a graphics card with only 512MB? I've been playing for an hour with textures on High and the fps is identical to whether textures are on low or medium so I'd like to keep it on high but I want to make sure it's not going to crash in the middle of a mission.

That's assuming they don't use triple buffering. Which would be stupid, but not surprising considering the shoddyness of the port job.

Read again my post. Disabling it means, you'll be able to run it in the middle fpses instead of only in 60,30,15,12,10. You'll be able for instance to run at 26,17,28,31,48.

can only try vsync off ...check fps and then turn back on if needed.
Anyoen else got the new 180.84 driver on and had their ammo counter vanish ?

think he means if you running at 30fps...but capable of running at 35fps....having vsync off will allow you that bit more ?

yes vsync off is known to give some performance boosts in most applications.
i don't know the reason for that but i doubt that the fps get capped at 5/10/15 whatever fps w/ vsync on. vsync should limit the fps to your monitor refresh rate, nothing more.

Vsync will only display a frame when it's fully drawn. Thats why, if you turn vsync off, you see tears in your screen: the part just above the tear was drawn on a previous frame while the part that comes after is a different frame. Vsync makes sure that the entire screen is one frame but the down side is a small delay. I never turn Vsync on - the game feels much smoother without it.

just updated my dotnet and after a pc restart... my LaunchGTAIV.exe has vanished !!!

It needs sp3 for xp (that is for fatal error at startup)
I ran the original (renting one original from videoclub),the installation procedure is too big and boring (too many things) but the important thing.Game runs without drops or somaething like that.But it seems too heavy for my pc (c2d 2.4 8800 gtx).I think it runs at 25-35 fps.If rockstar release a patch may be the frame rate will take a boost but for now its playable for me (i dont know what they are doing with cracks,loaders and etc,i see that all these things probably destroynig this game until someone will find one proper crack)

This is not true. If you enable vsync frames above i.e 60hz will be cut (or buffered) but every single frame below 60hz will be shown. You say, if my gfx card is able to render 59 fps while vsync is enabled it will be cut down to 30 fps ? Nonsense! Maybe that blazingpc dude mixed something with interlace and progressive scan on tv/console or whatever but what he wrote is bullshit.
Turning vsync on or off in GTA4 shouldnt show a lot of difference since you wont hit 60fps very often.

I will not argue. Google the subject, it's a known "issue" (but logical if you think about it). Every game I've tried with vsync on my previous, less powerful cards has done this (60,30,20,15), but you are entitled to your opinion.
