There are issues, according to Rockstar, with shadows. I can live without shadows. They made no mention of poor performance and/or stuttering on Radeon cards -- and both Leo and Syco run it, apparently, perfectly with THEIR Radeons.

I said, from the very fucking start, that Quad and TriCore procs get great-ish results .. but you STILL haven't posted your framerate. All I said is that HardOCP's monster test rig doesnt' get more than 35fps average .. and you claim yours does. Your idea of "smooth" might be 24fps .. but mine is 30.

Look, forget it. I give up. I'm glad it runs great for you, but it barely runs for me at all .. and that, considering my machine is NOT (no matter what you or anyone else says) low-spec, means the game is a poorly coded mess.
That's all I have to say on the subject.

perhaps thats the "problem". I read several posts about bad performance in GTA when using vista and ATI together.
i read again the posts in my german board and i see a tendency for this case.
Many XP users are playing GTA4 without problems since the patch. But it seems there are still some problems with vista

I get 33-40 depending on where I am in the game (middle of traffic or on the highway or whatever)
Before patch I was getting 28 fps

hi can any1 help me with that custom radio .. i've put some mp3's in my doc/rockstar games/gtaIV/user music but it doesn't work .. i tried that scan from audio settings but no results :/ what's the problem ?

you only need to put shortcuts to the files in there.. if its not that it could be the format.

You have to set the radio channel in-game to Independence FM, that's "your" channel. I just did a quick scan. Can take a while before it actually starts playing the mp3's in the beginning.
EDIT: I also noticed the GTA IV mp3 player is very low, I had to drop SFX to 40% and increase the volume of the speakers to clearly hear most of my mp3's.

And mine is completely the OPPOSITE! *chuckles*
MP3s are loud, sfx (and voices especially) are too quiet. Grrr!!
I've also figured out how to play without stutter. Quit the game every 20 goddamn minutes. With the settings I have now, it plays 25-40fps smooth for around 20 mins, then starts stuttering. *sigh*

Something came into my mind.
GTA4 is extremly CPU hungry! Much more then other games!
As i can see your CPU is strongly overclocked. Perhaps the thermal throttling of the C2Ds decreases your CPU speed because of too much heat when runing GTA4!
Try to set your CPU-clock to normal speed (would be 2,5ghz if Iam right). Then run GTA4 again.
If you have more fps then before, then you would have your problem!
For this test you only need about 5 min... so try it please

This could be a memoryleak. Several memoryleaks were fixed with the patch. You installed the patch?

Thermal throttling is disabled. You don't OC with it enabled, bud. Ever.
As for removing the OC settings? Um, no. Lowering the speed from 3.4Ghz to 2.5Ghz *WILL* have an adverse effect on the game. I know this just as know my own hair colour :-\ The memory leak part is correct though, just another bug Rockstar claim to have fixed - and haven't.

So I humoured you. Removed the clocking. Framerate dropped by 10-15fps putting it FIRMLY in the "Fuck you, you ain't playing it" category.
Without stuttering and hitching, the game usually runs 30-40ish at most times when there aren't intense traffic sections. Turning OFF the overclocking and it never goes above 20 .. and rarely hits that.

I give up. I've wasted far, far, far too much time trying to get this POS running properly. I don't care what *anyone* says -- it's a buggy, unoptimised mess. I just spent 20 mins doing a mission, replete with frameloss every step of the way, only for the game to bug out and end up costing me the mission.
The bug? Waiting for my dick of a partner to actually get into the car so we could escape. He didn't want to. No, he wanted to just run around in circles on the same spot. While I was being shot in the face with a 3-star assault squad. I drive forward a bit, he runs up to the car, he runs around in circles by the door. I continue getting shot in the face. I die. He still runs around in circles. I alt-F4. I uninstall.
Fuck you COCKstar.

My bro is having no issues with his 4850 rig. As HardOCP demonstrated the game doesn't run very well on that card even OC'd. His is sitting at 800/1000 Voltmodded and it still runs like ass. A lot of times stuttering issues are related to sound, try disabling your onboard (or dedicated?) sound and run the game like that to see if it solves the problem.
As for the textures loading as you turn well that's something that needs to be resolved in a patch because there is no reason for that to be occurring on a PC. It served it's purpose on a memory starved console but made it's way to the PC due to Rockstar's efficient porting skillz.

The game just needs some serious "back to the drawing board" optimisation and a QuadCore proc in order to run properly.

maybe your settings are tto high? just a sugestion , if not then forget this.
iam running the game on vista 64 in 32 bit mode offcourse.
video mode: 1600/1200
texture quality: medium
render quality: High
View Distance: 1
detail distance: 70
vehicle density: 100
shadow density: 1
in nvidia cpanel i have
anisotropic filtering : 16
max pre rendered : frames: 2
texure filtering high: performance
i got arround mostly 25 a 35 fps in the game , sometime a litlle less or a little more.
the game is running smooth on medium textures, even if i have somethimes 22 fps its still feeling smooth, its playable for me with this settings.
if i put high textures quality, then its start to stuttering because of to much memory usage.
also i put the cam recording thing off and logout social club before i play.

Definitely not too high. IMO, of course.
Anyway, that stuttering was pissing me off AND making me doubt my machine... so I've just spent the last hour or two benchmarking it with every tool I could think of -- and the scores are absolutely golden. Games AND benchmarks alike all run supremely. Here's an example;

I'm about to run the X3-TC benchmark, but I don't know how many times it loops before giving results.. so I saved it for last.
It's clear I can't run GTAIV without it stuttering ... but I think it's also clear it's a GAME issue and not a MACHINE one. Framerate is usually 30-45ish, and even dropping to 25 is still smooth for me, but the stutter and constant freezing is a game-killer.

DEFINITELY proven that it's not my machine, ffs. X3R and X3TC are known to be pretty sys-heavy .. and I was blown away by these results;

The 15fps minimum from Scene1 was when the camera panned round and the Egosoft logo came in .. the game hitched for a fraction of a second and cut framerate down to 15. The rest of the time was golden.

ok but i think maybe im not sure its your cpu thats 100% running in the bench? and then becomes to stuttering?
because gta4 runs better with quad
isee you also overclocked your system , maybe try to run it on default settings?
