Along with what CNZ said, while playing a game you'll notice during cutscenes or sometimes during a game the screen "tears"

I usually enable V-Sync in games my graphics card pwns. If I have performance issues I leave it off.

it heavily depends on the engine of the game and the pc you have. As Spykez pointed out, you may get tearing artifacts, but usually those are neglectable in comparison to the performance gain.
If you keep it enabled and notice that there is input-lag, try to disable it. Or keep it always disabled if you dont mind the occasional bad screen (not very noticable when you play action-oriented games)

It's actually quite possible for that to happen, but with the way companies keep releasing un-optimized shit it'll never happen.
anywho, keep in mind when using v-sync...it EATS performance. I lost about 20FPS on the witcher for forcing it.
