Screencap the email, redact the personal info, then post to the internet. Until that happens (which might've already, but I can't find one) I don't believe it.
In any event, it is mostly likely to do with the possibility that large-scale gifting looks like re-selling. An easy work-around would be that you're allowed to gift twice the total amount of friends on your friends list, say, every year. (So, you have 100 friends, you're allowed to gift 200 times in a calender year). Given that the gifting system is meant to be used for friends and people who you think would enjoy certain games, it seems a fair way of doing it.

Unless I'm mis-reading/missing something, the writer is under the impression that Valve have only recently started work on Linux Steam, and that decision is due to Win8. Which is rubbish, since Valve have been looking at/slowly working on Linux Steam for at least a couple of years now.

Certain things which affect large numbers of people are occasionally brought as class action suits, which means that all the claimants are pooled into one group, and are represented by one legal company. Think Erin Brockovich, or claims against big tobacco. The new SSA means this is impossible, and that people can only bring legal action against Valve individually.
Might be big (bad) news in the future, but to me, it's offset by the new arbitration process (they'll pay all legal fees as long as they're not massive amounts of money) and a willingness to go to small-claims court (which here in the UK is by far an easier process than class action).

Well, I'm not an expert, but this is not for Valve to decide how they like the handle the legal problems, right?

Mmmm...
It's a bit... Weird. I believe that you need a judge or legal authority to give the go-ahead to pool everyone into a class-action suit. So, no, it's not really Valve's place to say you can't do this, but by making it part of the SSA, they have something to take to the judge to say that a class-action suit can't be brought.
Like I say, weird.
