No info on what that changed, from looking at the modified files it's further PhysX implementations but also some other fixes.
(iw6sp64_ship, code_nvidia.ff, patch_code_post_gfx.ff and imagefile62.pak which I guess is related to the graphics or textures the game uses.)
Fur can be set to off, low or high and turbulence isn't available since I don't have a Nvidia GPU.
Riley doesn't look that different though (Dynamic Fur on High) but the tail is better although a bit flickery.
EDIT: Screens, neither Low nor High seem to affect performance much at all but they look pretty similar if not identical so possibly you do need a CUDA capable GPU (Nvidia) for it to function.
Not that I noticed (Currently the framerate is around ~40 to 50 FPS which is what it's usually been since the later 13.11 beta drivers.) and according to the Steam forum discussion about this update the game is still a bit unstable after this patch so that was apparently not improved either.
(But that might also be a bit exaggerated since well it's the Steam forums.)
EDIT: Oh stuttering, I've not noticed anything but the game does use a lot of VRAM (And system RAM.) if you use the highest settings so maybe that's something to check on?
(Over 2 GB usage for VRAM seems common from what I've read though I've not checked it myself.)
(System RAM usage usually starts around 1 to 1.5 GB but steadily grows the longer you play, seems it can exceed 4 GB at times which seems strange to me since it loads and unloads data for each level, it's not like it's all one huge open map and even if it was there would have been a streaming system handling memory usage.)
Me too, I assumed it was since I had a AMD GPU and thus can't use CUDA but since you likely (From how you wrote that.) have a Nvidia GPU you should have that option.
(And apparently the fur effect is really demanding on high whereas I barely notice a difference so it might also require CUDA to work as intended even if the option is available.)

The texture streaming issue/blurry textures are still not fixed, I can't play the game like that.
Are IW even aware of this? Is this problem happening only on certain gfx cards?
If it was a VRAM issue, other cards with 2gb vram would have the same problem.
Maybe it is because of the limited 192bit memory interface.
update 1, update 2, update 3, still nothing fixed, same stuttering unplayable for pc users, this is a slap to ur face, a lie best described, this aint next gen,this is 7 years reversion and even worse than that. Saddens me even more when i see ol Raven is involved in such scam.

Sadly they have a point Each new iteration of the game sells multiple millions of copies - that's a strong message to send to Activision, saying that what they're doing is obviously working and critics be damned.
