Isn't UWP locking out framerate limiters, ini tweaking, gpu driver level enhancements? Seems bad/shitty enough to me.
Yes, but those would be band-aids at best. They wouldn't magically make the game run and look good.
See Arkham Knight who wasn't "locked down" for example. Some people improved it a bit with ini tweaking but if it wasn't for the actual patches Rocksteady made (which didn't completely fix it either) the game would still run very bad.
I disagree, proper framerate limiting alone (assuming it wouldn't conflict with the game's stupid 5/6 limit) would have made a HUUUUGE difference:

Are you sure you can though? Because the 5/6th frame rate limit of this game seems relative. If you choose a refresh rate of 50Hz, it limits to 43 fps, where it would hit 50fps for 60Hz!

Why, yes, the unpatched Batman Arkham Knight which also suffered from frame pacing issues, became amazing once you used RTSS! People stopped calling it one of the worst ports and they found it a joy to play!
Or not. The game needs some patching if you want it to get seriously better. For QB UWP is one of its least important issues.
Of course, if you ask me, the mere existence of UWP is an issue regardless of the quality of the QB port, but that's for another discussion.

Point is, UWP's closed nature is preventing some tools and methods available in non UWP stuff that *could* help with a few aspects of the game.
