Yes, but those would be band-aids at best. They wouldn't magically make the game run and look good.

See Arkham Knight who wasn't "locked down" for example. Some people improved it a bit with ini tweaking but if it wasn't for the actual patches Rocksteady made (which didn't completely fix it either) the game would still run very bad.
I disagree, proper framerate limiting alone (assuming it wouldn't conflict with the game's stupid 5/6 limit) would have made a HUUUUGE difference:

Quote:
30fps cap doesn't work properly: Users might find that simply capping the frame-rate at 30fps - an option in the menu - could help deliver the near-locked, more consistent update seen on Xbox One. Unfortunately, that just isn't possible either. When the cap is engaged, the game's frame-pacing becomes an issue, resulting in a jerky experience. While it's possible to achieve a measured frame-rate of 30fps, it will never appear as consistent as the Xbox One version, which mostly delivers each frame at a locked 33ms refresh. Normally, we would use the Nvidia half-refresh rate option or Riva Tuner Statistics Server to solve this problem but as a Universal Windows Platform app, the full-screen mode is limited to borderless window, preventing these tools from functioning at all.

As a workaround, you can probably lower your entire Windows' refresh rate to 30Hz. This turd is not worth the hassle, however.

@ LeoNatan
Are you sure you can though? Because the 5/6th frame rate limit of this game seems relative. If you choose a refresh rate of 50Hz, it limits to 43 fps, where it would hit 50fps for 60Hz!

Why, yes, the unpatched Batman Arkham Knight which also suffered from frame pacing issues, became amazing once you used RTSS! Laughing People stopped calling it one of the worst ports and they found it a joy to play!

Or not. The game needs some patching if you want it to get seriously better. For QB UWP is one of its least important issues.

Of course, if you ask me, the mere existence of UWP is an issue regardless of the quality of the QB port, but that's for another discussion.

Well that would be embarrassing... if I ever said that that was the case with batman. But I never did so maybe you quoted some other person by mistake? Confused
Point is, UWP's closed nature is preventing some tools and methods available in non UWP stuff that *could* help with a few aspects of the game.

Sam Lake “Very, Very Happy” About Releasing Quantum Break on PC; Talks Exploring Multiplayer and More
Quote:
First of all, Lake mentioned that Remedy has “a strong heritage on the PC side going back all the way to Max Payne,” so they were “really really happy to be able to release Quantum Break on PC as well.”

Asked where he plans to bring the IP in the future, Lake kept it pretty vague, mostly linking the possibility of future iterations to the success of the first game.
