I can't believe this Russian guy pulled this off! He took this XBLA game and ported it to PC.....It is so good.....you have to play this game if you haven't here is a sample
Installed and plays fine on my PC with a controller, maybe he will pick another game and port it....lets say Shadow Complex!!
TWIN PEAKS is "something of a miracle."
"...like nothing else on television."
"a phenomenon."
"A tangled tale of sex, violence, power, junk food..."
"Like Nothing On Earth"
I'd be absolutely overjoyed if Shadow Complex came to PC, Epic/Chair were once "thinking" about it, but egh... that train has long since left the station. We're never getting it and that's fine, neither Chair nor Epic will ever get my money again.
How exactly did some Russian port a game from XBLA?
My guess:
XNA is .Net -> There are ways, sometimes, to decompile .Net programs (Reflector) -> PC port
So any chance of porting is limited only to XNA games and I assume most are already on PC or are not worth it.

How exactly did some Russian port a game from XBLA?
Just like consolitis said. Developing in XNA even offers the option to "build for Microsoft Windows" - the asshole just chose not to, until some Russian cracker did it for him, now he's all
"*sniff* I was going to port it anyway... I promise.. *sniff* I.. I... I was speaking to Microsoft... really... I know the series is four years old, but *sniff* I promise I was going to... it just takes time... resolutions... control options... you know? *sniff* I'm sorry"
Yeah, pretty much right after the Russian hacker put out the unofficial version, Ska Studios "announced" they had always intended to release on PC but it's "time consuming" and not as easy as everyone thinks and that they're busy and blah blah blah. A year and a half later, still not out, they're still "busy" and it's still "time consuming"
I was Un-Updated on this,so they confirmed PC version long a go,short time after the unoffical build?
yep

Porting Vampire Smile to PC as an enhanced Director’s Cut has been something I’ve been wanting to do since launch (I was calling it Georgelucasing until Michelle made me stop), and we had actually broached the subject with Microsoft last Friday, almost a week before this happened. Nothing’s set in stone, but we got the go ahead to make a pre-announcement: we’ll be working with Microsoft to bring our stuff to PC.
The most irritating thing for me is that even with the "unofficial" port, it's still only the SECOND game in the series. So where's #1? #3? It's blargh.
Seems like they will finish VS PC when Salt and Sanctuary will be in certification (possibly SaS port right after that)
according to their FAQ http://ska-studios.com/ask-ska-studios-faq/
For those interested, we have come to realize it's a lot of work for us to make new games and port older games. We were stubborn for a long time that we could do it all ourselves but, pretty clearly, we need help. So, we're now working with a company to help us port both Vampire Smile and Charlie Murder to Steam. Not sure on the timeline for it yet, but we have the Steam backend set up for those games already so it will happen.
3 years later "It's coming. We don't know when, but it's coming" Also, that "2 devs" thing is getting old.. there are plenty of indie devs that are solo or with a partner that have put out far better games, often multiple games across multiple platforms.
Seems like the ports are nearing the end of development (they are done by the guy behind FEZ v1.12 patch)

Today I’m (in)formally announcing that I’ve been working on Steam versions of Ska Studios’ Charlie Murder and The Dishwasher: Vampire Smile! The Steam versions will be available for Linux, macOS and Windows on day 1, and will include all the features of the Xbox 360 versions including online multiplayer, achievements and leaderboards. They will also be the debut titles for FNA.Steamworks, a new reimplementation of the XNA4 Xbox Live features for FNA (which all versions of the game will be using).
My current goal for both games is December 2016/January 2017, so we’re slowly approaching the end of development (which started in June of this year after the release of Salt and Sanctuary for Linux and macOS). Over the next few weeks I’ll be posting about what it took to make the PC versions work, how we’re making both the desktop and living room experiences solid, and most importantly, how we’re preserving the original game as carefully as possible.
That said, I just got online multiplayer working for both games yesterday, so this week is mostly just an announcement post while I continue to wrap up 100% functionality (which will then be followed up with a good month of pure polish). And look, some teaser images in the link below! Including both new features and bugs I still have to fix! Enjoy!
Doing a final test run of Charlie Murder PC, may as well stream it!
---
Fixed the last known bug in Charlie Murder PC. Will do a runthrough of Vampire Smile PC tomorrow, if all goes well then code is 100% done.
----
Remaining art assets: Hi-res icons and PS4 prompts for both, mouse graphics and LS/RS prompts for Charlie. Not a lot, but not simple either.
Hate to open this again but I have installed the game on a pc with amd cpu and Radeon gpu...the game starts but I can't see the character....the icon is over it's head but it is all black? I've tried different settings thru the radeon control panel with no luck? any help ? Please?
Seems like its almost done for both games ... only thing remaining are some re-translation and Dualshock support

It's now February, and you may be wondering where Charlie Murder and The Dishwasher: Vampire Smile are! Since I'm currently between (scheduled) releases, I thought I'd provide one more update as to where these are.
As of writing, the game's code is totally done. All changes we make after this are either for localization or for DualShock changes, but as far as getting from start to finish with controllers and keyboard/mouse with standard PC options, this thing's ready to go.
