Been half a decade since I played ME3 but did the eyes have a dead "I've seen some heavy shit" look even back then?
Never played Inquisition for more than 2-3 hours so no idea about how it was there.
1 and 2 are still amazing.

Am I crazy or games are set on not making any visual progress? It's 2017 and a game on the almighty Frosbite engine looks like that? I don't see anything special.

What progress do you want when game technology is stagnated by 2 year old consoles with 4 year old mid-range GPUs?
And I think raster graphics are reaching a glass ceiling which might not be possible to escape. Developers are looking for so many hacks in the fragment shader, but that looks terrible in many cases and does not scale well. Instead, different technology needs to be researched, but everyone is busy developing garbage for 12 year old morons with ancient hardware. Even if a company comes up with an interesting direction, who would use that beyond some indie crap and tech demos? Without AAA to push the hardware, it won't advance to maturity at all (see Intel's Larrabee).

I was about to post a rant.. but Leo has saved me the job
Besides, why would companies develop anything new when they have easy-to-use graphic engines all ready to go, and probably tons of prefabs to reuse. No, we're simply buying more powerful video cards for nothing more than to run piss poor ports poorly.
If game devs used the full power of even a 1060, without having to factor in consoles - and used every trick in the book, they could produce photorealistic stuff without too much difficulty.
I have never looked into game code, and I shudder to think what I'd find. Already I found many games using UE3/4 with interesting things in the engine ini files.. comments left by devs stating how they need to 'leave this out so it works on Xbox' etc. IIRC, Arkham Knight, pre-fix was rife with such things.

I might be wrong, but I think they are using very old version of Frostbite, that they modified to use with their tools/workflow for Dragon Age Inquisition. That would be about 5-6 years old version, from BF3 era.

Just watched the Nexus video.
OMG...
The facial animations and dialog are so immersion breaking. TW3 came out 2 fucking years prior, and had these problems solved. I don't even get how a big studio like BioDerp can afford to push out shit like this.

It's because they are almost certainly still using more or less the same production pipeline they have used since the development of Eclipse (DA Origins) in the mid-2000s. The switch to Frostbite would have been the time to gut everything and start again, but it was clear from Inquisition that didn't happen. They are probably still using the same old version of FaceFX from a decade ago.
